WHEREAS, the County issued a request for proposals (RFP) which was extended to 91 vendors, proposals were received from 27 vendors and one non-responsive vendor, and interviews were held with the top five ranked firms; and

WHEREAS, based on the criteria set forth in the request for proposal, an interdepartmental evaluation committee identified Carter Development Group, LLC as the most qualified firm; and
