Committee report on the Water Supply and Sales Agreement for the Forest Lake Subdivision

 

Staff Summary

                     At the April 12, 2011 County Board meeting authorization was given to execute a Water Supply and Sales Agreement between the County, the Village of Hawthorn Woods and Aqua Illinois Inc. for the Forest Lake Subdivision.

                     On April 13, 2011 the County learned that Aqua Illinois had filed a rate increase request on April 5, 2011 that would potentially increase the bulk water rates from $2.43 to $3.87 per 1000 gallons, or 63%, that would affect the Forest Lake and Glennshire Subdivisions.

                     The County was never informed of this pending increase, made representation to the homeowners based on the old rates, and was not allowed to have any input on this rate increase request.

                     A letter was sent to each of the customers in Forest Lake and Glennshire advising them of this potential increase and the fact that the County plans on taking aggressive measures to oppose this increase.

                     The Public Works Department will be evaluating impacts and reviewing alternatives for discussion.

                     Because of this action the County Board Chair has withheld his signature on the Agreement and this item will be revisited by the full Board at the May 10, 2011 meeting.
