Staff Summary
· Since 2006, the Facilities Operations Division has been upgrading building automation systems for County facilities.
· Building automation is the modernization of facilities to improve the operations and energy efficiency of County buildings.
· The Fiscal Year 2013 CCIP budget includes funding for engineering services needed to design building automation specifications for several facilities.
· The County has a satisfactory relationship with Appin Associates since 2007 for building automation engineering services and it has been determined, in accordance with the Local Government Professional Services Selection Act, to be in the best interest of the County to enter into a contract for an amount not to exceed $85,880.

WHEREAS, Facility Operations received approval for the following Fiscal Year 2013 CCIP projects that shall include: Fire pump BACnet interface, Parking Lot Lighting BACnet interface, Admin Tower Fire Alarm BACnet interface, Jail elevator and Chiller room BACnet interfaces, BAS network integration project administration, Lake County Enterprise Security System Schematic design, and BACnet controls design documents for multiple HVAC rooftops for Depke, 911 and DOT; and

WHEREAS, Lake County has a satisfactory relationship with Appin Associates for this work, since September 2007 based on a request for information/statement of interest; and

WHEREAS, negotiations were conducted for this work in accordance with Sections 5-101 (3) of the Lake County Purchasing Ordinance and the Local Government Professional Services Selection Act; and
