Staff Summary
· Advance Coating Solutions has expressed interest in the incumbent worker training program. Advance Coating Solutions is located in Libertyville, has been doing business since 2007, has 3 employees; and is a provider of specialized epoxy coating and finishing for residential and commercial customers.
· After consultation with Advance Coating Solutions, a training curriculum was provided to train the employees utilizing the in-class and on-the-job training instructions model for a total of 160 training hours per person as Epoxy Installers, in the areas of hazardous material handling, tools/ instruments and processes to perform this occupation.
· The state policy requires that an employer with 50 or less employees show 10% of the cost of the training. The policy also states that employee wages & fringes can be used to off-set the employer match without employer having to pay additional funds out of pocket. The total cost of training is $28,265.01. Lake County Workforce Development will reimburse $28,265.01 and the company will provide employee hourly wages of $2,826.50 to show for their portion of the match. Cost per employee is $9,421.67 for 160 hours training for each employee.

RESOLUTION
WHEREAS, in accordance with the Illinois Department of Commerce and Economic Opportunity Policy Letter #05-11 Incumbent Worker Training, the state has received a waiver until June 30, 2010 from the Department of Labor to allow local Workforce Investment Act grant funds to be used to conduct incumbent worker training; and

WHEREAS, the Lake County Workforce Investment Board has modified Lake County’s Workforce Investment Act grant to permit incumbent worker training; and
