· Annually, the Human Resources Department works with the County's health insurance consultant to derive the County's healthcare program design and budget.
· The resolution approves the proposed premium and plan changes for Lake County's plans for 2014.
Body
WHEREAS, the Human Resources Department works with the County's health insurance consultant, BUCK, to derive the County's annual healthcare program design and budget;
WHEREAS, based on BUCK's review the Human Resources Department recommends a budget increase of 4.2% for health insurance claims;
WHEREAS, the Human Resources Department recommends the following changes to the County's health insurance plan due to the Patient Protection and Affordable Care Act (PPACA): covered contraceptives are available without a co-pay, co-insurance or applying a deductible, annual limits are prohibited for essential health benefits, out-of-pocket max (OOPM) must include co-pays for medical, removal of pre-existing condition limitations;
WHEREAS, the Human Resources Department recommends that Certain medications will no longer meet the requirements of the Formulary or Non-Formulary designations due to Express Scripts formulary changes;
WHEREAS, the Human Resources Department recommends a .5% change in employee cost sharing for health insurance premiums;
WHEREAS, Human Resources recommends a 2.8% increase in dental insurance premiums.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the County's health, life and dental insurance plan for fiscal year 2014, is hereby approved.
