Joint resolution approving an Intergovernmental Agreement (IGA) with Waukegan Township in support of the Coalition to Reduce Recidivism.
Staff Summary
* During the 2016 budget process, the County Board approved $10,000 of funding for the Coalition to Reduce Recidivism to provide services for residents of Lake County.
* These funds will support the mission to maintain and develop adult criminal justice programs that treat social, mental health and behavioral issues that lead to criminal behavior including coordinating services for incarcerated individuals and ex-offenders that expand access to programs focusing on prevention, employment opportunities and reducing recidivism.
* As a member of the coalition, the IGA will allow Waukegan Township to direct these funds to the coalition in support of these goals.

RESOLUTION
WHEREAS, the County and Waukegan Township are public agencies within the meaning of the Illinois Intergovernmental Cooperation Act, as specified at 5 ILCS 220/1, et seq., and are authorized by Article 7, Section 10 of the Constitution of the State of Illinois to cooperate for public purposes; and
WHEREAS, Waukegan Township is a member of the Coalition to Reduce Recidivism an entity whose mission is to reduce recidivism by assisting ex-offenders in becoming productive members of the community; and
WHEREAS, as a member of the Coalition to Reduce Recidivism, the Waukegan Township is dedicated to assisting members of the community who are experiencing employment difficulties as a result of convictions; and
WHERAS, the Coalition to Reduce Recidivism provides the valuable service of administering programs and supportive services to enable ex-offenders to become self-sufficient along with support groups for families and friends of ex-offenders; and
WHEREAS, the Coalition to Reduce Recidivism is the only comprehensive re-entry program for ex-offenders in Lake County; and
