Resolution approving updates to the Finance policies, 3.5 Budget Development Policy, 3.5.FY27 Budget Planning Policy, and 3.6 Budget Execution Policy, which provide County Board guidance for the upcoming preparation of the Fiscal Year (FY) 2027 budget as well as ongoing guidance for the development and execution of the annual budget.
Staff Summary
* Each year, the County Board provides guidance for the development of the annual budget. Policies 3.5 Budget Development Policy and 3.6 Budget Execution Policy provide fundamental policies that are reviewed annually but only updated as necessary. The guidance provided in the 3.5FY27 Planning Policy is more specific for preparation of the FY27 budget.
* These policies were discussed on April 7, and April 30, 2026, at the Financial and Administrative Committee. In addition, feedback was received and incorporated from the departmental Policy Coordinators.
* In the most recent version of changes (highlighted in yellow in the redline version attached), there is an allowance made for budgeting for small dollar grant amendments (section 5.8.9 of Policy 3.5 and sections 5.7.2 and 5.8.1 of Policy 3.6).
* Also in Policy 3.5, a clause was moved in section 5.9. In Policy 3.5FY27, there was a minor clarification in section 5.1.6.

RESOLUTION
WHEREAS, the County Board reviews periodically and approves updates to the County's Finance Policies; and
WHEREAS, these policies provide guidance related to the development and execution of the budget as well as guidelines regarding the property tax levy, salary and wage increases, personnel, new program requests, and other important components of the budgeting process; and
WHEREAS, this information has been presented in 3.5 Budget Development Policy, 3.5. FY27 Fiscal Year 2027 Budget Planning Policy, and 3.6 Budget Execution Policy.
