RESOLUTION

WHEREAS, The Illinois Department of Commerce and Economic Opportunity (DCEO) made over $21,000,000 Community Development Block Grant Corona Virus (CDBG-CV) funds available to support installation and/or replacement of HVAC Systems in income qualified rental units; and

WHEREAS, Lake County was awarded $2,000,000 of IL DCEO CDBG-CV funds through the Healthy Homes Program; and

WHEREAS, a total of $1,950,000 of funding will be subawarded to eligible landlords/property owners with low-to-moderate income (LMI) qualified rental units located in Lake County; and

WHEREAS, a total of $50,000 will be used by Community Development for program delivery costs; and

WHEREAS, this grant amount totaling $2,000,000 has not been previously appropriated, having been contracted after adoption of the Fiscal Year 2026
budget; and

WHEREAS, the proposed appropriation will be offset by the above referenced items thereby not requiring the expenditure of local tax revenue.

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that an emergency appropriation in the amount of $2,000,000 is hereby authorized in the Community Development budget as identified on the listing of expense and revenue budget modifications attached hereto and made part hereof; and
