Joint resolution approving an allocation of Lake County Opioid Settlement Funds (OSF) to Lake County Adult Probation to continue and expand assistance to justice-impacted individuals by providing financial support for sober living home placements in the amount of $10,000.
Staff Summary
Lake County commissioned the Opioid Settlement Strategy Report in 2024, which provided a framework for spending the Opioid Settlement Funds (OSF) with a focus on spending the money to save lives.
Staff has identified a need to continue and expand recovery housing assistance services provided by Lake County Adult Probation and has the support of the Opioid Working Group.
Lake County Adult Probation previously utilized Adult Redeploy Illinois (ARI) grant funding from July 2019 through June 2026 to address the ongoing need for affordable supportive sober living environments.
The ARI grant expired on July 1, 2026, and ceased the current funding for recovery housing assistance provided by Lake County Adult Probation.
This program is aligned with the Illinois Opioid Allocation Agreement, which restricts fund usage to opioid remediation and will be a means to prevent service disruptions for justice-impacted persons seeking recovery housing services.
Opioid Settlement Funding that was previously appropriated for use by the Health Department for stabilizing and sustaining substance use disorder services for uninsured residents can be reduced and funding made available for recovery housing assistance.

RESOLUTION
WHEREAS, Lake County received Opioid Settlement funding as designated in the Illinois Opioid Allocation Agreement and approved by the Attorney General; and
WHEREAS, use of funds is restricted to Opioid Remediation and the terms and conditions as defined in the Illinois Opioid Allocation Agreement and the Opioid Settlement Agreement; and
