Ordinance amending Section 150.17 (2018 ICC International Residential Code Amendments) of the Lake County, Illinois Code of Ordinances to require provisions for bird-friendly building design in unincorporated Lake County.
Staff Summary
* In June 2024, the Lake County Board adopted a Non-Residential Bird-Friendly Building Design (BFBD) Ordinance as a local amendment to Lake County's adopted 2018 International Building Code, Chapter 24, Section 2410.
* Prior to the Board's passage of the Ordinance, the Planning, Building, Zoning and Environment (PBZ&E) Committee directed staff to develop comparable residential regulations for the Committee's consideration and action in 2025.
* The recommended amendments have been formatted into a document ready for codification as reflected in "Exhibit A'. If adopted, the Ordinance will become effective sixty days following County Board approval.

ORDINANCE
WHEREAS, the Lake County Board adopted the 2018 ICC International Building Codes on June 13, 2023; and
WHEREAS, the Lake County Code requires periodic review to maintain relevancy and address changing conditions; and
WHEREAS, the Lake County Board's 2023 Strategic Plan sets a goal to implement bird friendly building design regulations for unincorporated Lake County; and
WHEREAS, the Lake County Board previously adopted non-residential bird building design regulations in June 2024; and
WHEREAS, the Planning, Building and Development Department subsequently drafted proposed amendments to the text of the Lake County Code of Ordinances related to residential bird friendly building design along with associated technical changes and submitted proposed amendments to the Planning, Building, Zoning and Environment (PBZ&E) Committee; and
WHEREAS, your PBZ&E Committee duly considered the proposed text amendments aforedescribed and recommends that the text amendments as specified in Exhibit A be approved; and
