Joint resolution authorizing execution of a professional services agreement with Manhard Consulting, Ltd. in the amount of $134,000 for engineering and surveying services related to the creation of Special Service Area.

Staff Summary
· The CLCJAWA water transmission main extension necessary to serve GWP, FLH, Lake Villa and Lindenhurst is proposed to be funded through formation of a Special Service Area (SSA #16).
· The public notice must be mailed to each property owner and must include a legal description of the entire SSA and a listing of each property index number for each property in the SSA.
· Services are required from a professional engineering/surveying firm to perform this work.
· The County performed a Quality Based Selection process and determined that Manhard Consulting was the most qualified firm to provide services for this project.
· Manhard Consulting is currently working on preparation of the legal description under a separate $45,000 purchase order.
· The cost of this project will be shared with the villages of Lindenhurst and Lake Villa.
· This resolution authorizes execution of an agreement with Manhard Consulting, Ltd of Vernon Hills, IL in the amount of $134,000.

R E S O L U T I O N

WHEREAS, the County of Lake (the “County”) provides potable water service to various parcels within its jurisdiction, including the Grandwood Park and Fox Lake Hills service areas; and

WHEREAS, the provision of water service is a matter essential to the public health, safety, and welfare; and

WHEREAS, in order to evaluate collective concerns regarding the adequacy of supplies for water service, the County has worked cooperatively with various other providers of water service in Lake County, including without limitation the Village of Lake Villa, and the Village of Lindenhurst (collectively, the “Parties”); and
