Joint resolution approving 2012 and 2013 Housing and Urban Development (HUD) Action Plan Amendments.
 
Staff Summary
·      HUD requires the submission of an Annual Action Plan and associated amendments to govern expenditure of federal funding.
·      Last month the County authorized recapitalization of certain HOME Program activities.
·      Several of the amendments are attributable to this action.
·      The remaining amendments are the result of action taken by the Community Development Commission to provide additional funding from ESG for two programs (Catholic Charities Homeless Prevention and Service Point), as well as a project modification under CDBG.
 
Body
WHEREAS, the U.S. Department of Housing and Urban Development requires the submission of an Annual Action Plan and associated amendments to govern the expenditure of federal funding; and
WHEREAS, the Lake County Citizen Participation plan requires the execution and approval of an Action Plan Amendment for any new project; and
WHEREAS, the Lake County Board approved a joint resolution authorizing recapitalization of Lake County HOME Investment Partnerships Program (HOME) on February 11, 2014 which introduced new HOME projects; and
WHEREAS, the Community Development Commission (CDC) at its meeting on February 12, 2014 unanimously recommended approval of these 2012 and 2013 Action Plan amendments.
NOW THEREFORE BE IT RESOLVED, by the County Board of Lake County, Illinois, these 2012 and 2013 HUD Action Plan Amendments are hereby approved.
BE IT FURTHER RESOLVED, that the Chairman of the Lake County Board or his designee is hereby authorized to execute the necessary documents to complete the amendment process.
