Staff Summary
• There is a need to update the Purchasing Ordinance increasing departmental approval authority from $2,500.00 to $5,000.00.
• The increase will result in increased efficiency without sacrificing control.
• To modify Article 3-102 PURCHASE ORDERS, PROCEDURES and Article 6-104 SMALL PROCUREMENT.
• This amendment shall be effective December 1, 2008.
Body
WHEREAS, it is the goal of Lake County to establish purchasing procedures to ensure that taxpayer funds are spent wisely and in compliance with the laws of the State of Illinois to best meet department needs; and
WHEREAS, in 1986, Lake County adopted a Purchasing Ordinance; and
WHEREAS, in August 2007, the Purchasing Ordinance was last modified; and
WHEREAS, currently, Lake County departments have approval authority for all purchases less than $2,500.00; and
WHEREAS, this represents 92% of all purchase transactions and 6.3% of all dollars spent; and
WHEREAS, staff analyzed the increasing the departmental approval authority to $5,000; and
WHEREAS, a $5,000 threshold represents 95% of purchase transactions and 8% of dollars spent; and
WHEREAS, increasing departmental approval authority from $2,500.00 to $5,000.00 will result in increased efficiency without sacrificing control; and
WHEREAS, there is a need to modify Article 3-102 PURCHASE ORDERS, PROCEDURES and Article 6-104 SMALL PROCUREMENT increasing the dollar threshold at which a department can approve and issue a Lake County Department Purchase Order from $2,500.00 to $5,000.00.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that that the Lake County Purchasing Ordinance be amended as attached hereto, and that change shall be effective on December 1, 2008.
