Joint resolution authorizing an emergency appropriation in the amount of $21,600 in the Stormwater Management Commission budget (Fund 212) to be reimbursed by the Illinois Environmental Protection Agency for developing and implementing an agricultural best management practices technical assistance program for landowners/farmers in the North Mill Creek-Dutch Gap Canal Watershed.

Staff Summary
· Lake County Stormwater Management Commission (SMC) has entered into an agreement with the Illinois Environmental Protection Agency (IL EPA) to develop and implement an agricultural best management practices technical assistance program in the North Mill Creek-Dutch Gap Canal Watershed.
· A grant in the amount of $21,600 from IL EPA funded through the Section 319 Nonpoint Source Pollutant Reduction Program will be used to complete the project.
· SMC will be reimbursed by the IL EPA from this grant award for grant management and technical services.
· SMC will provide in-kind staff services over a 2-year period in the amount of $14,400 as match for the grant.

WHEREAS, Lake County Stormwater Management Commission (SMC) has completed a draft watershed management plan for the North Mill Creek-Dutch Gap Canal watershed that recommends implementing practices to reduce the flow of sediment, nutrients, and pesticide pollutants into the lakes, wetlands and streams in the watershed, and

WHEREAS, agriculture is the largest individual land use in the North Mill Creek-Dutch Gap Canal Watershed making up 45% of the land area and the watershed plan recommends coordinating with private landowners and farm managers to educate and engage them in the implementation of agricultural best management practices (BMPs), and

WHEREAS, the Stormwater Management Commission has entered into an agreement with the Illinois Environmental Protection Agency (IL EPA) to receive $21,600 from the Clean Water Act Section 319 Nonpoint Source Pollution Reduction Program to develop and implement an ...
