* HUD requires the submission of an Annual Action Plan (AAP) and associated amendments to govern expenditure of federal housing and community development funding for each program.
* The first amendment to the PY 2025 AAP makes the following changes:
o Reduction in $201,031 of funding allocated to Liberty Lake Apartments (Full Circle Communities).
o Increase of $141,031 in funding for a Community Integrated Living Arrangement (Community Partners for Affordable Housing).
o Increase of $50,000 in funding for a Community Integrated Living Arrangement (Clearbrook).
o Increase of $10,000 in funding for sidewalk improvements (City of Zion).

RESOLUTION

WHEREAS, the U.S. Department of Housing and Urban Development (HUD) requires the submission of an Annual Action Plan (AAP) to govern the expenditure of federal entitlement funding; and

WHEREAS, an amendment to the AAP is required to substantially change the purpose, location, scope or beneficiaries of a project; and

WHEREAS, this first amendment to the Program Year (PY) 2025 Annual Action Plan reduces the funding allocated to Full Circle Communities for the rehabilitation of Liberty Lake Apartments by $201,031; and

WHEREAS, this first amendment increases the funding allocated to acquisitions of Community Integrated Living Arrangement (CILA) properties by Community Partners for Affordable Housing by $141,031 and Clearbrook $50,000; and

WHEREAS, this first amendment increases the funding allocated to sidewalk improvements by the City of Zion by $10,000.

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that first amendment to the PY 2025 AAP is hereby approved; and
