Joint resolution authorizing an agreement with Stanley Consultants, Inc., Chicago, Illinois, for Phase I professional engineering services for intersection improvements at Rollins Road and Wilson Road at a maximum cost of $1,773,869 and appropriating $2,130,000 of 1/4% Sales Tax for Transportation funds.
Staff Summary
* Phase I professional engineering services will evaluate potential improvements to the intersection of Rollins Road at Wilson Road, including non-motorized facilities within the project limits.
* Lake County selects professional engineering firms in accordance with the Local Government Professional Services Selection Act, 50 ILCS 510/1 et. seq.
* The Lake County Division of Transportation's (LCDOT) Consultant Selection Process has been approved by the Federal Highway Administration and the Illinois Department of Transportation, and the firm selected for this project was selected in accordance with this approved process.
* LCDOT received and evaluated Statements of Interest and Qualifications from 15 professional firms, of which three were short-listed and presented to a consultant selection committee.
* This project is included in the Transportation Improvement Program and designated as Section 25-00080-67-CH.

RESOLUTION
WHEREAS, Rollins Road, County Highway 31, and Wilson Road, County Highway 7, are designated routes on the county highway system; and
WHEREAS, Lake County believes it would be beneficial to the safety and welfare of the traveling public if the intersection of Rollins Road at Wilson Road could be improved, inclusive of non-motorized improvements; and
WHEREAS, Phase I professional engineering services are required for these improvements; and
WHEREAS, it is recommended that a consultant engineering firm be employed to provide these services; and
