Title

Joint resolution amending the 2013 U.S. Department of Housing and Urban Development (HUD) Annual Action Plan.

Staff Summary

·      The County's 2013 Annual Action Plan is required to be amended for two reasons: 1) to reflect HUD's announced grant amounts for the Community Development Block Grant (CDBG) and Emergency Shelter Grant (ESG) programs, and 2) to include a project description and funding required to engage a consultant to complete the Analysis of Impediments to Fair Housing Choice Report.

·      HUD's funding announcement has resulted in CDBG funding increases and the ESG funding cuts.

Body

WHEREAS, the U.S. Department of Housing and Urban Development (HUD) requires the submission of an Annual Action Plan as application for CDBG funding, Home Investment Partnerships (HOME) funding, and ESG funding; and

WHEREAS, the County Board has annually approved the County's Annual Action Plan, which outlines activities to be taken to accomplish the goals of the County's 2010 - 2014 Housing and Community Development Consolidated Plan; and

WHEREAS, the County's 2013 Annual Action Plan will be submitted to HUD seeking the following funding levels:

·    $2,427,142 under the CDBG Program;  

·    $169,830 under the ESG Program;

·    $1,000,453 under the HOME Program; and

WHEREAS, the 2013 Action Plan was approved by the County Board in March 2013 and submitted to HUD for review based on funding estimates; and

WHEREAS, the 2013 funding numbers were released by HUD in June 2013; and

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the recommendations of the Community Development Commission for approval of the amended 2013 Annual Action Plan are hereby approved; and

BE IT FURTHER RESOLVED, that the Chairman of the Lake County Board or his designee is hereby authorized to execute the necessary documents required by HUD.
