Resolution ratifying an emergency procurement authorized by the Facilities Manager with K. R. Miller Contractors Inc. of Inverness, IL for the emergency repairs to the Courts Annex building in the amount of $58,390.62.
Staff Summary
· On Saturday September 29, 2012 at approximately 1:30 p.m. a bathroom fixture (urinal) on the fourth floor of Courts Annex Building failed to shut off and subsequently flooded the 1st, 2nd, 3rd and 4th floors of the building.
· The flooding was so extensive and invasive that if not remediated immediately it would have caused the cancellation of all Court activities in six court rooms and the Jury Assembly area the following week.
· In addition to the disruption to Court services there was also the likelihood of permanent water related damage to the building.
· Pursuant to the Lake County Purchasing Ordinance emergency procurements are made when there exists a threat to public health, welfare, or safety, or to prevent or minimize serious disruption of government services.
· Pursuant to Article 6, Section 103, the Facilities Manager submitted a written determination of the basis for the emergency and the certification that the selection of the contractor is appropriate.
Body
WHEREAS, in accordance with Section 6-103 of the Lake County Purchasing Ordinance, emergency repairs were necessary to the Courts Annex building; and
WHEREAS, Facility Operations did not have the resources available to repair the building; and
WHEREAS, the Purchasing Agent issued an emergency purchase order for the repairs to the Courts Annex building; and
WHEREAS, in accordance with Article 6, Section 103 of the Lake County Purchasing Ordinance, the Facilities Manager has certified that an emergency condition existed necessitating immediate action to prevent or minimize disruption of government services.
