Staff Summary

                     Lake County Stormwater Management Commission (SMC) revised their Stormwater Management Program Plan (SMPP) template to comply with the Illinois Environmental Protection Agency’s (IEPA) General National Pollutant Discharge Elimination System (NPDES) Permit No. ILR40 for Municipal Separate Storm Sewer Systems (MS4) which went into effect August 1, 2025.

                     The SMPP template includes substantial changes from the previous template. If a MS4 community previously created a SMPP, it may be most effective to revise the new SMPP template to coincide with MS4 specific changes rather than updating existing SMPPs.

                     SMC serves as a Qualifying Local Program (QLP) for MS4s in Lake County. As a QLP, SMC has been providing no-cost “consultant-level” technical assistance to Lake County MS4s in developing and implementing their stormwater management programs and provides them with a variety of resources to assist them in meeting the requirements of IEPA’s General NPDES Permit No. ILR40 which includes the SMPP template.

                     As IEPA’s Stormwater Program continues to evolve, SMC is committed to providing continued and ongoing support to Lake County MS4s as they continue to develop and implement their stormwater management programs.
