Staff Summary
* Since 2003, the Lake County Clerk's Office has been using DFM Associates Election Information Management System. The system is used to manage the County's elections from voter registration, candidate and incumbent management, processing vote by mail requests and reporting.
* Pursuant to Chapter 33.066 Bid Exemption of the Lake County Purchasing Ordinance, the Purchasing Agent engaged an ad hoc committee that approved a bid exemption on the basis of an existing long standing successful relationship, and the knowledge gained through this relationship adds value integral to the services provided.
* This agreement provides for software maintenance fees for a five-year period.
* This resolution authorizes a five-year contract with DFM Associates, Irvine, California, for an annual amount of $191,868.

RESOLUTION
WHEREAS, the Lake County Clerk's Office has a need for a software solution to contain election and voter registration operations; and
WHEREAS, the Lake County Clerk's Office has utilized DFM Associates for Election Management Software continuously since 2003; and
WHEREAS, pursuant to Chapter 33.066 Bid Exemption of the Lake County Purchasing Ordinance, the Purchasing Agent engaged an ad hoc committee that approved the bid exemption on the basis of an existing long standing successful relationship, and the knowledge gained through this relationship adds value integral to the services provided.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Purchasing Agent is authorized to enter into an agreement with DFM Associates, Irvine, California for Election Information Management System software services for the Lake County Clerk's Office in an annual amount of $191,868.
