Discussion on options to provide food services through the County café and coffee kiosk.
Staff Summary
• The County has been operating a café and coffee kiosk on the first floor of the County Building for over fifteen years to provide food service options for employees and visiting members of the public.
• Over the years, the operators have struggled and have been subsidized by the County in various forms with the current vendor requiring a direct subsidy of $1,500 monthly.
• To identify a viable long term solution, the County issued a Request for Proposals(RFPs) that bundled the services for the café and coffee kiosk with the inmate food contract. Through this process, options have been identified which are summarized below:
o Retain the current food service options for the Lake County Courthouse and Administrative Tower Complex through a café and kiosk for a monthly stipend in an estimated amounted of $4,500 (estimated annual cost of $54,000) with minimum service standards required; or
o Close the current café, convert it into a self-service MicroMarket offering premade sandwiches and salads, frozen entrees, snacks and beverages which will be accessible to employees via key card throughout the workday and maintain the coffee kiosk for a monthly stipend in an estimated annual amount of $2,500 (estimated annual cost of $30,000) with minimum service standards requirements.
