Resolution approving an intergovernmental agreement (IGA) to install a public Wi-Fi project and provide service through December 2026 by and between Lake County and the City of Waukegan.
Staff Summary
* Lake County's Broadband and Digital Equity Action Plan has a goal to expand countywide access to reliable, high-speed broadband infrastructure by increasing free public Wi-Fi in areas within Lake County.
* Lake County will provide for the purchase, installation, service, and support of a public Wi-Fi project at specific locations, including Waukegan, identified within Lake County by the Broadband and Digital Equity Action Plan.
* The agreement between Lake County and the City of Waukegan will bring free internet to the community, allowing Waukegan residents to access online resources for their essential needs.
* Funded by Lake County, using American Rescue Plan Act (ARPA) funds, this agreement will end on December 31, 2026 in alignment with the expenditure deadline of the funds.
* The City of Waukegan has identified locations where the public Wi-Fi will be installed and service will be made available to its residents, who will benefit from being able to connect to the internet more affordably or with greater bandwidth than they may currently access. Once installed, the City of Waukegan will operate and maintain the Wi-Fi infrastructure according to the terms of the Agreement.

RESOLUTION
WHEREAS, in alignment with Lake County's Broadband and Digital Equity Action Plan, Lake County has a goal to expand countywide access to reliable, high-speed broadband infrastructure by increasing free public Wi-Fi in areas within the County; and
