Report to Committee on Mill Creek Water Reclamation Facility Expansion, Permit Applications submitted to Village of Old Mill Creek.
Staff Summary
• The County has received correspondence from the Village on the amount of various fees they propose to impose upon the County for the expansion of the Mill Creek Water Reclamation Facility.
• The County has awarded a construction contract to J.J. Henderson & Sons in the amount of $7,342,000 for this expansion project and construction activities are scheduled to begin in January 2010.
• The Building permit Fees and the Storm Water Management Fees, total $58,619.86, are appropriate and payment for these is being processed.
• The Engineering Fees for review and observation, total $267,693.60, are considered excessive and unnecessary and we have requested clarification and discussion prior to agreeing to this amount.
• The Environmental Resource Fee is a new annual fee being imposed by the Village based on the amount of flow processed at the Mill Creek Plant and could be as high as $182,500 per year when plant flows reach 2 MGD.
• The Department has sent a letter to the Village suggesting that a discussion be held to better understand the Village’s position regarding the Engineering and Environmental Fees in order to come to a reasonable resolution with respect to these fees.
