* The Lake County Jail has utilized a security information management software to control the movement through the detention doors since 2005.
* The current software has reached the end of its life due to the discontinuation of Windows XP operating system.
* Stanley has recommended that Lake County upgrade to their latest software version 10.6 for timely support of the software.
* Stanley will provide a redundant Programmable Logic Controller and Building Automation and Control Networks (BACnet) building automation gateway for additional reliability and monitoring.
* Stanley Convergent Security Solutions, Noblesville, Indiana, is the one source for the required software licensing and installation services.
* Pursuant to Article 6, Section102 of the Lake County Purchasing Ordinance, the Purchasing Agent consulted with an ad hoc review group that approved a bid exemption on the basis of there is only one source for the required goods, service, or construction item.
* This contract will cost the County an amount not to exceed $188,625.

WHEREAS, the Lake County Jail has utilized the physical security information management software to control the movement through the detention doors since 2005; and
WHEREAS, the current software has reached the end of its useful life; and
