Resolution approving a Collective Bargaining Agreement (CBA) between the County of Lake, Lake County Sheriff’s Office, and the Illinois Council of Police - Clerical (ICOPS).
Staff Summary
• The last multi-successor agreement expired in 2017. This is a four-year agreement beginning December 1, 2018 to November 30, 2022.
• Wage increases:
o December 1, 2018 - 2.85 percent;
o December 1, 2019 - three percent;
o December 1, 2020 - consistent with non-union employees in the County; and
o December 1, 2021 - consistent with non-union employees in the County.

RESOLUTION
WHEREAS, the ICOPS Union, has been recognized as the sole and exclusive bargaining agent for certain clerical employees in the Lake County Sheriff’s Department, and
WHEREAS, the County, Sheriff and ICOPS have been negotiating a successor collective bargaining agreement for multiple years; and
WHEREAS, the parties have reached tentative agreement on all outstanding issues; and
WHEREAS, the County Board holds the final approval to ratify the terms of the tentative agreement reached.
NOW, THEREFORE, BE IT RESOLVED, by this the County Board of Lake County, that the Madam Chair of the Board is hereby authorized to sign the Collective Bargaining Agreement attached hereto and make a part of this Resolution.
BE IT FURTHER RESOLVED, that this Agreement shall be effective from December 1, 2018 through November 30, 2022 consistent with the Illinois Public Labor Relations Act 5 ILCS 315/21.
