· Public Works has identified many sections of sanitary sewer that are experiencing deterioration and require rehabilitation.
· The sewer rehabilitation will be performed utilizing sliplining technology.
· The County received bids from three (3) contractors for this work.
· Award of this contract is recommended to the lowest responsive, responsible bidder, Insituform Technologies in the amount of $ 162,350.92.

R E S O L U T I O N
WHEREAS, the County of Lake (County) owns and operates sanitary sewer systems throughout the County; and
WHEREAS, because of age and deterioration, the County has identified many section of sanitary sewer pipe which must be rehabilitated utilizing slipline technology; and
WHEREAS, in accordance with Section 4-102 of the Lake County Purchasing Ordinance, bids were called for by publication for the Sanitary Sewer Rehabilitation 2009 Project; and
WHEREAS, subsequent to said publication, invitations to bid were extended to twenty-four (24) contractors; and
WHEREAS, three (3) sealed bids were received and publicly opened in the office of the Public Works Department on Tuesday, August 17, 2010, at 2:00 p.m., and
WHEREAS, Insituform Technologies is the lowest responsive, responsible bidder in the amount of $162,350.92; two (2) other bids received ranged from $182,072 to $222,017.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Purchasing Agent is hereby authorized and directed to execute a contract with Insituform Technologies, Chesterfield, MO in the amount of $ 162,350.92 for the Sanitary Sewer Rehabilitation 2009 Project and charging the costs thereof to various Account Numbers.
