· The Villages desire to establish a Quiet Zone at the Metra Milwaukee District North Line tracks through their communities.
· Temporary installation of supplemental safety measures in the form of delineators is required by the Federal Railroad Administration at the Winchester Rd. crossing.
· The permanent installation of supplemental safety measures in the form of barrier medians at the Winchester Rd. crossing will be completed by the county as part of a future improvement for the Libertyville Campus west access road with the associated cost to be paid for by the Villages.
· This resolution authorizes the execution of an intergovernmental agreement with the Villages of Grayslake and Libertyville.

R E S O L U T I O N
WHEREAS, Winchester Road (County Highway 69) is designated route on the county highway system; and
WHEREAS, the Northeastern Illinois Regional Commuter Rail Corporation operates the Metra Milwaukee District North Line Commuter Railroad in the Villages of Grayslake and Libertyville, and
WHEREAS, in order to ensure the free flow of traffic and the safety and welfare of the motoring public and in compliance with the Federal Railroad Administration nationwide rules, the Villages of Grayslake and Libertyville are desirous of establishing a Quiet Zone along the Metra Milwaukee District North Line in the said Villages; and
