Staff Summary
* The American Rescue Plan Act (ARPA) authorized HUD to allocate HOME-ARP funds to Participating Jurisdictions (PJs) that qualified for an allocation of HOME funds in Fiscal Year (FY) 2021.
* Qualifying PJs are required to submit a HOME-ARP Allocation Plan to HUD as a Substantial Amendment to their PY 2021 AAP.
* The Lake County HOME-ARP Allocation Plan details the consultation process, housing needs and gaps, the planned use of HOME-ARP funds and estimate of the number of housing units the PJ will produce.

RESOLUTION
WHEREAS, the passing of the American Rescue Plan Act (ARPA) resulted in the allocation of $6,025,377 of HOME-ARP funds to the Lake County HOME Consortium (the Consortium); and
WHEREAS, the Consortium consists of Lake County, the City of Waukegan, and the City of North Chicago; and
WHEREAS, an Intergovernmental Agreement (IGA) setting the framework for the administration and allocation of HOME-ARP funds was executed by the Consortium on June 20, 2022; and
WHEREAS, the U.S. Department of Housing and Urban Development (HUD) requires the submission of a HOME-ARP Allocation Plan in the form of an Annual Action Plan (AAP) Amendment to govern the expenditure of HOME-ARP funding; and
WHEREAS, the proposed sixth amendment to the PY2021 AAP allocates $5,121,570 of HOME-ARP funds to the development of affordable rental housing and $903,807 for program administration; and
WHEREAS, the Housing and Community Development Commission (HCDC), at its meeting on February 27, 2023, recommended approval of this amendment to the PY 2021 AAP.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the sixth amendment to the PY 2021 AAP be approved; and
