Staff Summary
· In response to outreach efforts, Integrity Developers, Inc. expressed interest in the incumbent worker training program. Integrity Developers, Inc. line of business is construction that involves rehabbing & remodeling, additions & build outs, design, project management, concrete & asphalt paving, new homes and retail & commercial building. Integrity Developers, Inc. has increased employees from 3 to 5 in less than a year, are located in Waukegan, and has been in business for over 2 1/2 years.
· After consultation with Integrity Developers, Inc. a training solutions curriculum was prepared to train 4 Integrity Developers, Inc. employees for a total of 200 training hours to learn the financial aspects of the day to day operations which include accounting, payroll and budgeting systems and setup.
· The state policy requires that an employer with 50 or less employees provide 10% of the cost of the training. The policy also states that employee wages & fringes can be used to off-set the employer match without the employer having to pay additional funds out of pocket.
· The total cost of training is $17,500. Lake County Workforce Development will reimburse Integrity Developers, Inc. $17,500 and the company will provide employee hourly wages of an additional $1,750 to show for their portion of the match. Cost per employee is $4,375 for 50 hours training for each employee.

RESOLUTION
WHEREAS, in accordance with the Illinois Department of Commerce and Economic Opportunity Policy Letter #05-11 Incumbent Worker Training, the state has received a waiver until June 30, 2010 from the Department of Labor to allow local Workforce Investment Act grant funds to be used to conduct incumbent worker training; and
