Title
Joint resolution authorizing an agreement with the Chicago Metropolitan Agency for Planning (CMAP) for the Lake County Division of Transportation (LCDOT) to provide transportation planning staff assistance for the Lake County Council of Mayors (LCCOM) and receive an allocation of federal funds to cover these services.

Staff Summary
* Metropolitan Planning funds are distributed yearly from the Federal Highway Administration to the Illinois Department of Transportation and then to CMAP.
* These funds help support transportation planning provided by the LCDOT for the LCCOM (LCDOT staff positions).
* For State Fiscal Year 2027, the allocation to LCDOT will be $205,360 to cover the scope of services described in the attached agreement.

RESOLUTION

WHEREAS, Section 104 of Chapter 1 of Subpart A of Title 23, United States Code, has authorized through the State of Illinois, Metropolitan Planning funds, to carry out Section 134 of Chapter 1 of Subpart A of Title 23, United States Code; and

WHEREAS, the State of Illinois, by and through the Illinois Department of Transportation, makes this funding available to the Chicago Metropolitan Agency for Planning (CMAP), as the region's designated Metropolitan Planning Organization, for carrying out the responsibilities under Section 134 of Title 23 of the United States Code; and

WHEREAS, CMAP has determined a need for sub-regional transportation planning activities, and has allocated Metropolitan Planning funds to the Lake County Council of Mayors (LCCOM) to be utilized for these planning activities; and

WHEREAS, the LCCOM and Lake County have determined that it is in their best interest to mutually cooperate in the coordination of transportation planning activities in Lake County; and
