Resolution recognizing the contributions of Philip J. Rovang upon the completion of his service as the Director of Lake County Planning, Building and Development Department.

P R O C L A M A T I O N
WHEREAS, Philip J. Rovang, member of American Institute of Certified Planners (AICP), has served the Lake County Planning Building and Development Department as Director from June 1999 to December 2010; and
WHEREAS, during his service, Philip Rovang oversaw the completion of the Unified Development Ordinance, adopted by the County Board in 2000; and
WHEREAS, under Mr. Rovang’s direction the County’s annual Drainage Improvement Fund (which funds unincorporated neighborhood-level drainage improvement projects) was initiated; and
WHEREAS, following the 2003 Permit and Development Review Process Improvement Study, Mr. Rovang oversaw the implementation of the consultant’s recommendations; and
WHEREAS, Philip Rovang facilitated the 2004 Framework Plan update; and
WHEREAS, in 2008 Mr. Rovang oversaw the formal inclusion of Lake County in FEMA’s Community Rating System (CRS), which provides flood insurance rate reductions for jurisdictions, which implement flood-prevention Best Management Practices; and
WHEREAS, Philip Rovang assisted in the transition of the Department to the new Central Permit Facility in 2010 and the initiation of Integrated Permitting therein.
NOW, THEREFORE, BE IT RESOLVED, that this Lake County Board recognizes Mr. Philip Rovang’s contributions to the citizens of Lake County, and the Planning Building and Development Department, as he completes his service with Lake County; and
BE IT FURTHER RESOLVED that this Lake County Board extends its best wishes to Mr. Philip J. Rovang on the occasion of his retirement on May 31, 2011 and wishes him blessings in the years to come.
