Joint resolution approving the First Amendment to Program Year (PY) 2021 HUD Annual Action Plan (AAP).
Staff Summary
* HUD requires the submission of an Annual Action Plan (AAP) and associated amendments to govern expenditure of federal housing and community development funding for each program year.
* In accordance with the Lake County Consortium's Citizen Participation Plan (CPP) an amendment to the AAP is required to substantially change the purpose, location, scope, budget or beneficiaries of a project.
* The first amendment to the PY 2021 AAP proposes the following project changes:
o Project scope change for Glenkirk.
o Project scope change for A Safe Place.
o Funding source switch for Bear Development - Armory Terrace.
o Reallocation of existing funding for Community Partners for Affordable Housing (CPAH) to include the purchase of a 22-unit senior housing building without impacting CPAH's ability to offer programs as planned.

RESOLUTION
WHEREAS, The United States Housing and Urban Development (HUD) requires the submission of an Annual Action Plan (AAP) and associated amendments to govern the expenditure of federal funding; and
WHEREAS, an amendment to the AAP is required to substantially change the purpose, location, scope or beneficiaries of a project; and
WHEREAS, the proposed first amendment to the PY 2021AAP proposes a project scope change to an existing grant to Glenkirk from a facility rehabilitation to COVID-19 related health services; and
WHEREAS, the proposed first amendment to the PY 2021 AAP proposes a project scope change to an existing grant to A Safe Place from diversity education training to shelter rehabilitation; and
WHEREAS, the proposed first amendment to the PY 2021 AAP proposes a project funding source change from CDBG to HOME for an existing grant to Bear Development; and
