· The County advertised the vacancy for the Chief Information Technology Officer nationally and received 251 applications.
· A selection committee consisting of representatives from various County departments interviewed four candidates, and the County Administrator conducted interviews with the two finalists, selecting Kirk Talbott as the best candidate.
· The County Administrator consulted with the Chairman of the Board and the Chair of the Finance and Administrative Committee and hereby recommends that the County Board appoint Kirk Talbott as the Chief Information Technology Officer.
· Pending appointment by the County Board, Mr. Talbott has accepted the offer and will begin work for Lake County on April 30, 2012.

RESOLUTION
WHEREAS, Lake County advertised nationally for the vacant position of Lake County Chief Information Technology Officer; and
WHEREAS, 251 applicants from across the country submitted their credentials for consideration; and
WHEREAS, following the initial screening process, the County Administrator formed a selection committee representing seven different county departments; and
WHEREAS, the selection committee interviewed four finalists for the position and provided analysis of each candidate to the County Administrator; and
WHERAS, the County Administrator conducted a final interview of two finalists, selecting Mr. Kirk Talbott as the best candidate for the position; and
WHEREAS, a complete background check has been completed on Mr. Talbott; and
WHEREAS, the County Administrator has consulted with the Chairman of the Board and the Chair of the Finance & Administrative Committee and hereby recommends the appointment of Kirk Talbott as Lake County Chief Information Technology Officer; and
