Staff Summary
· In 1988, the Lake County Board delegated the Lake County Joint Action Solid Waste Planning Agency with the responsibility of preparing a comprehensive waste management plan for the County.
· In 1989, Lake County adopted the first Lake County Solid Waste Management Plan prepared by the Joint Planning Agency and it has been updated every five years as required by the Illinois Solid Waste Planning and Recycling Act.
· SWALCO has forwarded the 2009 Solid Waste Management Plan Update for consideration and adoption by the County Board.
· The Public Works and Transportation Committee spent several meetings reviewing the recommended Solid Waste Plan and voted at Committee to remove incineration and thermal waste technologies from the plan.

Body
WHEREAS, in 1988, the Lake County Board delegated the Lake County Joint Action Solid Waste Planning Agency with the responsibility of preparing a comprehensive waste management plan for the County; and

WHEREAS, the Lake County Solid Waste Management Plan (“Plan”) prepared by the Joint Planning Agency was adopted by the Lake County Board in September 1989; and

WHEREAS, pursuant to the Illinois Solid Waste Planning and Recycling Act (415 ILCS 12/1 et seq) the Plan is to be updated every five years; and

WHEREAS, the Solid Waste Agency of Lake County (SWALCO) is now charged with the responsibility of preparing updates to the Plan; and

WHEREAS, SWALCO has developed and approved updates as required, with said updates reviewed and adopted by the Lake County Board in 1994, 1999; 2004; and

WHEREAS, SWALCO has forwarded the 2009 Solid Waste Management Plan Update for consideration and adoption by the County Board.

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the proposed 2009 Solid Waste Management Plan Update, attached hereto and ...
