Staff Summary
· On September 11, 2007 the County Board adopted a resolution, which among other things, created the Winchester House Advisory Board (Advisory Board).
· The September 11th Resolution set forth the parameters of the Advisory Board including the directive to develop and recommend by-laws that establish the organizational procedures and the duties and responsibilities of the Advisory Board.
· The Advisory Board has met and developed by-laws which are being recommended for adoption by the County Board.
· The resolution adopts the Advisory Board’s recommended by-laws.

WHEREAS, this County Board of Lake County on September 11, 2007 adopted a resolution which provided direction to the County Administrator’s Office to proceed with the necessary steps for the construction of a new skilled nursing facility on the Libertyville Campus; and
WHEREAS, the September 11th Resolution also directed the County Administrator’s Office to investigate, develop and recommend a Winchester House Advisory Board (Advisory Board) in accordance with the September 11th Resolution; and
WHEREAS, the duties of the Advisory Board are to provide oversight and direction to the County Board regarding such issues as the mission, the operational performance, management, and market position of Winchester House; and
WHEREAS, on November 18, 2008 the Chair of the County Board appointed the members of the Advisory Board in accordance with the September 11th Resolution; and
WHEREAS, pursuant to the September 11th Resolution the first responsibility of the Advisory Board is to develop and recommend By-laws which sets forth the basic structure, operations, and responsibilities of the Advisory Board; and
WHEREAS, the Advisory Board has held 2 meetings and has developed By-laws in accordance with the September 11th Resolution.
