Joint resolution authorizing an emergency appropriation in the amount of $104,400 in the Stormwater Management Commission (SMC) budget (Fund 212) to be reimbursed by the Illinois Environmental Protection Agency (IL EPA).
Staff Summary
· A ‘Watershed-Based Plan’ will be developed for the Buffalo Creek Watershed with this $104,400 grant award from the IL EPA Section 319 Nonpoint Source Pollution Reduction Program.
· SMC will be reimbursed for project management and grant administration services.
· Watershed planning will be coordinated with the Buffalo Creek Clean Water Partnership and will include the Metropolitan Water Reclamation District, Cook and Lake County Forest Preserve Districts, and the municipalities of Buffalo Grove, Long Grove, Lake Zurich, Kildeer, Deer Park, Wheeling, Arlington Heights, and Palatine.

WHEREAS, Lake County Stormwater Management Commission (SMC) received a grant award from the Illinois Environmental Protection Agency (IL EPA) to develop a watershed-based plan for the Buffalo Creek Watershed; and
WHEREAS, the SMC has entered into an agreement with the IL EPA to fund and manage the watershed plan development; and
WHEREAS, the SMC has authorized staff time for grant administration and project management that will be reimbursed by the IL EPA grant; and
WHEREAS, the SMC has entered into an agreement with IL EPA to receive $104,400 from the Clean Water Act Section 319 Nonpoint Source Pollution Reduction Program and this amount is not included in the 2013 budget;
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that an emergency appropriation in the amount of $104,400 in the Stormwater Management Commission budget is hereby authorized in expense budget account 212-4202180-79950 for the IL EPA Buffalo Creek Watershed-Based Plan 319 grant; and
