Title

Approval of the Hazard Mitigation Grant Program (HMGP) application for the update of the Multi-jurisdictional All-Natural Hazard Mitigation Plan (ANHMP).

 

Staff Summary

                     The current multi-jurisdictional ANHMP will expire on July 4, 2028, and must be updated and adopted by all participating jurisdictions to maintain Federal Emergency Management Agency (FEMA) eligibility for non-disaster hazard mitigation funding.

                     SMC staff coordinated with the Illinois Emergency Management Agency (IEMA) to identify funding and to submit an HMGP application to fund a significant update to the ANHMP.

                     Approval is requested to acknowledge and approve the submission and authorize SMC staff to complete all follow-up actions required by IEMA/FEMA.

                     Total project cost is $130,000.00; HMGP provides 75% funding ($99,038.77) and the 25% ($30,961.23) non-federal share will be met through SMC staff time/in-kind services. SMC staff will manage and administer the grant and will be reimbursed $6,155.09 in management costs.

                     If awarded, SMC will initiate procurement of consultant services for technical analysis and begin coordination with the Hazard Mitigation Planning Committee (HMPC).
