Resolution adopting the 2024 Solid Waste Management Plan Update (Plan Update) for Lake County, Illinois, as approved and recommended by the Solid Waste Agency of Lake County (SWALCO).
Staff Summary
* In 1989, Lake County adopted the first Lake County Solid Waste Management Plan prepared by the Joint Planning Agency, and it has been updated every five years as required by the Illinois Solid Waste Planning and Recycling Act.
* SWALCO approved the 2024 Plan Update on October 17, 2024, after working with a Citizens Advisory Committee which approved the draft on September 25, 2024.
* SWALCO is requesting the Plan Update be considered and approved by the County Board.
* The Plan Update establishes a goal of achieving a 60 percent recycling and composting rate by 2030. The current rate is 37 percent.
* The Plan Update clarifies the type of pollution control facility allowed in Lake County.
* The Plan Update still limits the type of pollution control facility allowed to landfills, transfer stations, and anaerobic digestors, but does allow for alternative technology facilities that use purification or depolymerization technologies to process plastics-to-plastics; however, conversion technologies that covert plastic-to-fuel are not allowed in Lake County under the Plan Update.

RESOLUTION
WHEREAS, in 1988, the Lake County Board delegated the Lake County Joint Action Solid Waste Planning Agency with the responsibility of preparing a comprehensive waste management plan for the County; and
WHEREAS, the Lake County Solid Waste Management Plan (Plan) prepared by the Joint Planning Agency was first adopted by the Lake County Board in September 1989; and
WHEREAS, pursuant to the Illinois Solid Waste Planning and Recycling Act (415 ILCS 12/1 et seq) the Plan is to be updated every five years; and
WHEREAS, the Solid Waste Agency of Lake County (SWALCO) is now charged with the responsibility of preparing updates to the Plan; and
