Joint resolution authorizing a professional services agreement with Water Accountability, LLC in the amount of $199,800 for construction management services for the water meter replacement and fixed network automated meter reading system.

Staff Summary
· Replacement and automation of water meters has been identified in the Public Works’ capital improvement program.
· This project will include replacement of 20,000 water meters associated with the County’s twelve retail water/sewer systems and a new automated, fixed network meter system, which will allow the water meter data to be transmitted via a network of antennas to the Public Works’ billing division.
· Several benefits will be realized as a result of these new meters, including: more accurate and timely readings, leak detection, and enhanced reporting capabilities for customers.
· Services are required from a professional engineering firm and the County performed a Quality Based Selection process and determined that Water Accountability, LLC was the most qualified firm to provide construction management services for this project.
· Water Accountability will monitor progress of the installation, serve as a point of contact for residents, and provide other services during the estimated two years of this project.
· This resolution authorizes execution of an agreement for professional services with Water Accountability, LLC of Sussex, WI in the amount of $199,800.

R E S O L U T I O N

WHEREAS, the County of Lake (County) owns, operates and maintains twelve (12) water systems, at various locations within Lake County; and

WHEREAS, within the twelve water systems, the County maintains and reads manual water meters for approximately 20,000 retail water and sewer customers for purposes of billing and collecting water and sewer user fees; and

WHEREAS, the County’s long-term infrastructure improvements program requires replacement and automation of the County’s meter reading system; and
