Special recognition of Gary Gibson for his years of service as Lake County Administrator.

SPECIAL RECOGNITION
WHEREAS, Gary was appointed County Administrator in February 2020, after returning from his January 2017 retirement. Gary joined Lake County as a Research Analyst in 1993 and served as Assistant County Administrator from 1997 to 2008 and as Interim County Administrator twice, in 2001 and 2019; and
WHEREAS, Gary served 34 years in the public sector, with 28 of those years in different roles within Lake County government; and
WHEREAS, under Gary's leadership, the County navigated the pandemic, assigned more than $250 million in federal COVID relief funding to County projects, secured funding for the Regional Operations and Communications facility, and maintained a triple-A bond rating, the highest possible, from Moody's and Standard & Poor's; and
WHEREAS, throughout his time with Lake County, Gary participated in the development and implementation of Lake County's strategic plan. Gary coordinated several state and federal legislative programs on behalf of the Lake County Board, and developed an Affordable Housing Grant Program, which provided $300,000 per year to other local governments, not-for-profit organizations, and private developers to create affordable housing units throughout Lake County; and
WHEREAS, while serving as Manager of the Workforce Development Board, Gary played a key role in implementing the Workforce Innovation and Opportunity Act in Lake County; and
WHEREAS, during the process of selecting a new county administrator, the Board felt to be successful in this position they needed a leader who listened to feedback from staff. The search included looking for someone who demonstrates ethical leadership, who values open and honest communication, who treats individuals and the team with respect, and who can build relationships and trust with elected officials, staff, and other local leaders and stakeholders.
