Staff Summary
* There is a need to contract with a recognized third party claims administrator for the self-insured workers' compensation, general liability, and auto claims program for Lake County.
* The County currently contracts separately with four firms to provide claim database management, medical record review, Medicare processing and nurse management.
* The contract for the Third Party Administrator (TPA) will consolidate these functions into one contract and utilize the expertise of the company to further enhance claim management services for County employees
* The TPA is contracted to provide effective responses to deliver objective and measurable results to reduce the cost and duration of claims, provide claim processing in a timely and professional manner, assist in returning injured employees back to work and maintain strong communications with the injured worker, claimants and the County.?
* A Request for Proposal (RFP) was developed and reviewed by an interdepartmental committee comprised of representatives from the Human Resources, Health Department, Sheriff's Office and the Division of Transportation.
* The RFP was sent to 20 vendors and proposals were received from eight vendors.
* Following a comprehensive review of the submitted proposals, the submittal provided by Insurance Program Managers Group was identified as the most qualified and most favorable for Lake County.
* The contract includes an initial onetime cost not to exceed $45,500 to convert data from the current claim management database and the transfer and processing of the County's existing claims.
* Annual ongoing costs for the service are estimated at $176,195 and are based on an average number of claims by type, which were reported over the last three years.
