Title
Resolution approving an amendment to the 2009 U.S. Department of Housing and Urban Development (HUD) Annual Action Plan.
Body
WHEREAS, the U.S. Department of Housing and Urban Development requires the submission of an Annual Action Plan and associated amendments to govern the expenditure of federal funding; and

WHEREAS, the Lake County Citizen Participation plan requires the execution and approval of an Action Plan Amendment for any project whereby the beneficiary information has changed by a margin of 25%; and

WHEREAS, the Lake County Community Development Division is required to complete a project assessment and calculation to determine the applicable number of units to be designated as Lake County HOME Investment Partnerships Program (HOME) units; and

WHEREAS, the Lake County Residential Development Corporation successfully completed an affordable housing rental development project known as Project #H0971 Victory Center of Vernon Hills Senior Apartments per the original scope and direction of the project award and agreement totaling 111 affordable units for low-moderate income seniors; and

WHEREAS, the Division staff has determined that a total of three (3) units will be deemed as HOME-assisted units in the development project for Lake County, and that such designation does not impact the final total of 111 affordable units as developed; and

WHEREAS, the CDC found the requested amendment would not cause any negative impact to the development or HOME program of Lake County; and

WHEREAS, the CDC unanimously recommended approval of the amendment.

NOW THEREFORE BE IT RESOLVED, by the County Board of Lake County, Illinois, that the Second Amendment requested by the Community Development Division to the 2009 Annual Action Plan as related to Project # H0971 is hereby approved.

BE IT FURTHER RESOLVED, that the Chairman of the Lake County Board or his designee is hereby authorized to execute the necessary documents to complete the amendment proce...
