Joint resolution authorizing the execution of an Intergovernmental Agreement (IGA) for Sewage Disposal between Lake County and the Village of Lake Villa.

Staff Summary
* The County and the Village have previously entered into an Agreement for Sewage Disposal, dated April 9, 1991, which expired on April 9, 2021.
* The Village desires to enter into a new agreement to secure a long-term source for Sewage Treatment services and the County owns and operates a system of interceptor sanitary sewers that can transport the sewage to the Northwest Region Water Reclamation Facility (NWRWRF) in Fox Lake.
* The Village currently owns, operates, and maintains the Municipal Sewage Collection System, that is tributary to the County Northwest Sewerage System.
* The Village shall be permitted to extend, enlarge, or otherwise modify or improve its Sewage Collection System in any manner that it determines is necessary and appropriate to serve its Customers within its Service Area; provided that any such extension, enlargement, modification, or improvement shall be undertaken in accordance with the terms of the IGA.
* The Village of Lake Villa approved the IGA on November 4, 2024.
* This resolution authorizes the execution of IGA between the County and the Village of Lake Villa.
* In accordance with County Board Rules, the State's Attorney's Office has reviewed this Intergovernmental Agreement prior to action by the County Board.

RESOLUTION

WHEREAS, the County of Lake (County) owns and operates a system of interceptor sanitary sewers to transport sewage to the Northwest Region Water Reclamation Facility (NWRWRF) in Fox Lake; and

WHEREAS, the Village of Lake Villa (Village) owns, operates, and maintains the Municipal Sewage Collection System, that is tributary to the County Northwest Sewerage System; and
