Staff Summary
· Lake County has embraced a collaborative approach to all-hazards Emergency Management, recognizing the important roles and responsibilities of all County Departments and Divisions in preventing, preparing for, responding to, recovering from, and mitigating against disasters of all kinds.
· The Lake County Public Works Department, the Lake County Division of Transportation, and the Lake County Emergency Management Agency have engaged with many other municipal, county, and state public works organizations across Illinois to develop a system for the sharing of specialized resources. The Illinois Public Works Mutual Aid Network (IPWMAN) is similar to mutual aid systems in place in Illinois for the Fire Service (the Mutual Aid Box Alarm System, MABAS) and Law Enforcement (the Illinois Law Enforcement Alarm System, ILEAS).
· The IPWMAN program and agreement are based on and consistent with the National Incident Management System, NIMS.
· As allowed by Illinois State Law, in an effort to improve emergency and disaster response capabilities and reduce duplication of services, Lake County has entered into various Intergovernmental Agreements and Memoranda of Understanding, which are cataloged and referenced in the County’s Emergency Operation Plan.

WHEREAS, Lake County maintains and operates an Emergency Management Program that includes a formal written Emergency Operations Plan and supporting documents; and

WHEREAS, Lake County supports collaborative emergency and disaster preparedness through partnerships and mutual aid agreements; and

WHEREAS, the Illinois Public Works Mutual Aid Network has been established to facilitate the effective and efficient sharing of specialized resources during emergencies and disasters; and
