Staff Summary
• In accordance with Department of Housing & Urban Development (HUD) rules, Lake County is required to renew its HOME Investment Partnership Program Consortium Agreement with the Cities of North Chicago and Waukegan every three years in order for the three jurisdictions to maximize the level of available HOME funding.
• The current agreement is for program year (PY) 2011, which expires 4/30/2012. The proposed agreement will cover PY2012 through PY2014.
• The proposed agreement was approved by the Cities of North Chicago and Waukegan on May 9 and 16, 2011 respectively, and recommended for approval by the Community Development Commission on May 25.

WHEREAS, the Cranston-Gonzalez National Affordable Housing Act provides funding under the HOME Investment Partnership Program to further affordable housing efforts; and
WHEREAS, Lake County and the Cities of North Chicago and Waukegan have formed a consortium since 1991 to maximize the amount of HOME funding available to Lake County; and
WHEREAS, the US Department of Housing and Urban Development requires that the consortium be recognized with a legal agreement that is subject to renewal every three years; and
WHEREAS, all consortium partners wish to renew the agreement.
NOW, THEREFORE BE IT RESOLVED, by this County Board of Lake County, Illinois, that the HOME Investment Partnership Program 2012-2014 Consortium Agreement with the Cities of North Chicago and Waukegan is hereby approved; and
BE IT FURTHER RESOLVED, that the County Board Chairman is authorized to execute all necessary documents to submit the agreement to the US Department of Housing and Urban Development.
