Joint resolution authorizing the execution of a contract for consulting engineering services between Lake County and IMS Infrastructure Management Services, Rolling Meadows, Illinois for the annual pavement testing services and associated components for the County’s Pavement Management System at a maximum cost of services described of $60,000. · 2010 Pavement Management System; Field Testing: Consultant Agreement
· The County’s pavement management system has been in use since 1986 and data in the system needs to be updated on a yearly basis utilizing information collected using dynamic load testing and laser testing procedures.
· Approximately 25% of the County Highway System is retested each year.
· Information from the pavement management system is used to generate recommended resurfacing projects for the next five years.
· The same engineering firm is being used that did the initial testing.
· The contract is with IMS Infrastructure Management Services, Rolling Meadows, Illinois at a cost of services of $60,000 and the resolution appropriates $70,000 of Matching Tax funds.

R E S O L U T I O N
WHEREAS, the county highway system of Lake County consists of approximately 854 lane miles of pavement; and
WHEREAS, said pavements have a replacement cost of approximately $1.5 billion; and
WHEREAS, the county annually makes investments to keep said system in a serviceable condition; and
WHEREAS, on January 14, 1986, this County Board of Lake County authorized the Chairman of the County Board to execute an agreement for professional engineering services with IMS Infrastructure Management Services, Rolling Meadows, Illinois, said agreement providing for the implementation of a pavement management system; and
