Resolution authorizing the County Board Chairman to enter into an Intergovernmental Agreement with the Illinois Department of Healthcare and Family Services regarding medical and behavioral health services for the Juvenile Rehabilitation Medicaid Matching Fund Program.
Staff Summary
· Lake County has participated in the Juvenile Rehabilitation Medicaid Matching Fund Program in the past to receive reimbursement for county-paid residential placements.
· This program is now administered by the Illinois Department of Healthcare and Family Services resulting in a new electronic billing process and other changes that necessitate a new intergovernmental agreement.
· The County budgets approximately $300,000 a year for court-ordered residential placement services for delinquent youth in need of treatment.
· A portion of this expense is reimbursable by Medicaid for eligible youth, and the Illinois Department of Healthcare and Family services is the only state agency designated to pursue the federal funds.
· When the Department is reimbursed for an eligible claim, they pass on 96% of the funds to the county and retain 4% for their administration of the program.
· Under the previous parameters of this program, the County recouped $84,920 in revenue in FY2007. The program has been suspended since that time pending the development of new billing protocols and this intergovernmental agreement.
· With a new intergovernmental agreement in place, the County will be able to submit claims dating back to July 1, 2008.
