Staff Summary
· The Mill Creek Water Reclamation Facility (Mill Creek WRF) must be expanded from 1.0 MGD to 2.1 MGD and renovated in order to satisfy contractual obligations to provide wastewater treatment services to communities in the Northeast Lake FPA and to meet regulatory requirements of the IEPA.
· The Northeast Lake FPA includes the Village of Old Mill Creek, the eastern portion of the Village of Antioch, and unincorporated areas of Lake County including Grandwood Park.
· Bids were solicited by publication of the Mill Creek WRF Expansion Project and invitations to bid were extended to nineteen (19) contractors and sealed bids were received by ten (10) contractors.
· The lowest responsive, responsible bid was submitted by Joseph J. Henderson & Son, Inc., in the amount of $7,342,000.
· Construction activities are scheduled to begin in January 2010 and be completed September 2011.
· This resolution authorizes and directs the Purchasing Agent to execute a contract with Joseph J. Henderson & Son, Inc., Gurnee, IL in the amount of $7,342,000 for the construction of the Mill Creek WRF Expansion Project.

WHEREAS, the County of Lake owns and operates the Mill Creek Water Reclamation Facility that serves various communities within the Northeast Lake Facilities Planning Area; and
WHEREAS, the Mill Creek Water Reclamation Facility must be expanded and renovated in order to satisfy contractual obligations to provide wastewater treatment services to communities in the area and to meet regulatory requirements of the Illinois Environmental Protection Agency; and
