Joint resolution approving the 2013 Annual Action Plan allowing Lake County to become eligible for grant funding from the U.S. Department of Housing and Urban Development (HUD).

Staff Summary
· In December, four Application Review Committees (ARC) met to review applications and make recommendations for funding.
· At the December 14, 2012 CDC Executive Committee meeting, the recommendations from each ARC were endorsed and codified into the draft 2013 Annual Action Plan.
· In January 2013, the CDC approved the draft plan and commenced the required public hearing.
· Comments have been solicited for 30 days and must now be reviewed by the Executive Committee, as well as the full CDC.
· The HUD deadline for submission of the plan is March 15, 2013.
· Due to the unique scheduling of committee meetings in advance of the March Board meeting, and in order to meet HUD’s deadline, it is necessary for the plan to be reviewed by the Health & Community Services (HCS) and Financial & Administrative (F&A) Committees prior to the CDC meeting.

WHEREAS, the U.S. Department of Housing and Urban Development (HUD) requires the submission of an Annual Action Plan as application for Community Development Block Grant funding, Home Investment Partnerships (HOME) funding, and Emergency Shelter Grant funding; and

WHEREAS, the County Board has annually approved the County’s Annual Action Plan, which outlines activities to be taken to accomplish the goals of the County’s 2010 - 2014 Housing and Community Development Consolidated Plan; and

WHEREAS, once approved, the County’s 2013 Annual Action Plan will be submitted to HUD seeking the following funding levels:

· $ 2,506,024 under the CDBG Program;
· $198,840 under the ESG Program; and

WHEREAS, the 2013 Action Plan will be amended to include funding for the HOME Investments Partnership Program at a later time and amount to be determined; and
