Staff Summary
· The County currently has a license to construct 81 units of a Supportive Living Facility (SLF) in Libertyville.
· Prior to moving forward with the development of a SLF, on September 11, 2007 the County Board directed the County Administrator’s Office to commission a study to determine market conditions and other relevant information relating to the construction of a SLF that would be owned and operated by the County.
· The Study, the Lake County Supportive Living Facility Viability Analysis, was completed in August of 2008 and presented to the Health and Community Services Committee.
· While the Study found that a SLF in Libertyville would be feasible, it raised serious questions as to whether the County should own and operate a SLF.
· Subsequent to the completion of the Study, the Illinois Department of Healthcare and Family Services (HFS) announced it would accept applications for new SLFs in Lake County. HFS received 14 applications for various locations within Lake County. Of the 14 applications, HFS issued 5 licenses in Lake County. Four of the licensed locations are within the primary service area (PSA) of Libertyville (Gurnee, Round Lake Beach, Grayslake, and Vernon Hills) and the remaining SLF is within the secondary service area (SSA) (Lake Zurich.) The number of units approved in the PSA is 442 and 120 in the PSA.
· The original SLF license had an operational deadline of August 26, 2005. The County sought and was granted several annual extensions. The current operational deadline is August 26, 2010.
· HFS has communicated to the County that unless the County proceeds with the SLF, it will withdraw its approval of the County’s SLF license.
